Water Rate Assistance Programs
Low Income Residential Water Customer Assistance Program
The Low Income Residential Water Customer Assistance Program (Program) offers financial support to TCPUD customers for their residential water charges. The Program provides a 50% reduction to the current ¾ inch Monthly Residential Water Metered Base Charge* for qualified applicants. Funding for the Program is limited and will be available on a first-come, first-served basis.
To be eligible for the Program, the following requirements must be met:
- Reside as a primary resident at a TCPUD water service address.
- Responsible for paying the TCPUD water utility bill.
- Active enrollment in the Liberty Utilities CARE program at the same address as your TCPUD water service address and the ability to provide proof of current enrollment.
- Water consumption has not exceeded the Tier 1 water limit for the prior 12 months.
- Annually submit a completed TCPUD Low Income Residential Customer Assistance Program application.

The Program is administered on a calendar year. Please allow at least 30 days for processing for the discount to appear on your statement once your application for the program is accepted. TCPUD Water Customers can apply at any time throughout the year, but will need to reapply by December 1 to be eligible for Program funding by January 1.

Federal Low Income Household Water Assistance Program (LIHWAP)
The TCPUD is enrolled in the federal Low Income Household Water Assistance Program (LIHWAP) to help manage residential water and wastewater utility costs. The LIHWAP is administered by El Dorado and Placer counties and can provide financial assistance to low income TCPUD customers to help pay down overdue balances on residential water and wastewater utility bills.
